How much (roughly) would it be for me to get ground effects painted for an 85 camaro (that includes the front, the sides, and also a back bumper) as well as getting a spoiler painted? I also wish to get about 4 rust spots sanded out and painted that are all about the size of a quarter. If you have any idea or know how much atleast part of this will cost let me know. I appreciate it.

you are gonna need about what 2 qts of paint, ne on disagree? that is just base, so around $60 for that
clear will be around 100 or so
primers and all that crap, so i dunno materials should cost ne where from 200-300, but the labor will KILL YOU, what you should do is do all the prep work youself and bring it to a place that will spray the paint.
