Cleaning Rims

I have a 91 camaro z28. I scrubbed my rims but it looks like either the paint is peeling or theres really bad dirt on them. Is there any way to clean this? Or is there a place where I can bring them to have them touched up or something? This is somehting that is really bothering me and I would like to fix it. Thanks

Axle/Gears: Ford 9"/3.50
the really bad dirt might be baked on brake dust because i know that what was on my turbo cast wheels. Maybe some wheel cleaner from an auto store or something?:shrug:
