Sandblast it. Or perhaps an electric sander. Generally speaking, something with sand.

Aircraft stripper will work, but most body shops just DA it.

"DA" is short for the Dual Action Sander. It is an orbital sander that is weighted on 1 side of the pad and has 2 pivot points. It allows the pad to move in multiple directions at once so that the pad is not constantly spinning in one spot.....

What they said. You could be there forever wiping it down with a paint remover. Even than you would have to spend more time on wiping off the chemical before re-paint! Not very effective if you are paying someone. But if you have the time, why not?

Chemical paint removers are usually not very fun to work with. The cleanup is a PITA and you have to be VERRRRRRRRY careful to get it all off before you lay any primers or paint down. Some primers will even lay down fine over some strippers and you won't even see the problem until you lay paint and it just peels away.....
