please help... lights

I have seen a few people with this done. I was wondering if some1 has been doing this them selves and selling it or if its an actual product. Eaither way im willing to pay , or if possible do it myself.

Oh ok, im probably wrong, but i think they take the lens cover off and strip the back of it off with some stuff.

I dont really like it, i love the glow of my lights with just them on at dusk.
