I don't know the extent of the damage on your wheels but I know that the Mr. Clean Magic Erasers work GREAT on wheels, I've heard from many sources that they really do live up to their claims. One of these days I'm going to try it on my old stock wheels just for fun.

Be careful with this suggestion but if you have a power washer, spray your wheels with it, you'll be amazed. Be very careful though that you don't let the power washer hit the car paint as it can do some damage (on wheels it will be fine though). To be safe you may want to remove the wheels and spray them.

Lacquer thinner, sounds risky, wouldn't mess with it personally.

You could try the lacquer thinner on the inside of the wheels since you have them off and see how it works.

GTA wheels...even better. If you REALLY want them to look great you can strip the paint completely and redo them, as they are quite easy to repaint I don't really know much about it though so hopefully someone who has done this will catch this thread. I know a few have.

GTA wheels are a piece of cake to redo. Just get some aluminum aircraft stripper or something like that and take off all the old paint. Then tape off the lip and paint the spokes whatever color you want. I would recommend engine or wheel paint for this since the brakes can get the wheels pretty hot. You don't even have to tape it, just get a piece of poster board and roll it up around the lip. Then you can clear the lip or polish it.
