88 Trans am running lights
Is there any way to turn the two front parking lights into running lights that come on and stay on at all times when the car is started?

Are you trying to turn them into driving lights? I just flip my parking light switch on.

On the 90 firebirds/Trans Am's that were exported to Canada they were made to be Daytime running lights mandatory. I would see if you could get a hold of an export service manual to see how it was done.

There is a way to retrofit DRLs.
A few years ago, there was someone who made both filaments of the parking lights be on all the time so that the parking lights were super bright just like the DRLs. It would be brighter than a stock-wired thirdgen with parking lights on. Blinkers were still functional. Its a somewhat complex schematic for those not familar with electronics but not impossible. It involves transistors, resistors, and maybe relays. Radio shack has all the parts for it and i wouldn't think it would run more than $25. I was going to build the circuit but just haven't got to it yet. I got the schematic/diagram from the guy who designed the circuit, just have to find it.

Check out this thread. The OP was trying the same thing for his Camaro, but should be the same for Firebird.

Re: 88 Trans am running lights
My 1992 service manual has the diagrams for DRLs factory for the export, so you don't need a special export service manual, it's in the standard book. Thought about getting ahold of a canadian car to do this myself with factory parts, most of the stuff is there, just looks like you need modules and fuses, maybe a little bit of modifications being it wasn't factory. I don't know, maybe the harness isn't there and just the fuse panel part of it is.
