Whats up with your paint, clay bar is really only good for one thing, taking off particles.
It doesn't do much for swirl marks.

Mother's clay bar probably won't help you. You might want to go to the store and get a fine or medium cut rubbing compound.
Clay bar is meant to remove stuff like tar or tree sap (or overspray). What you have sounds like the top layer of clearcoat is damaged or the paint under the clear is.
Start with some fine cut rubbing compund, and follw the directions to the letter. If you press too hard or go too fast you will cause damage.
I had a Lt. Blue 89 Formula with the same problem, and I ended up taking it to a detailer after spending $$$ on other stuff. It would have been cheaper to just take it in to get detailed in the first place.

I haven't used Mother's but I have used Meguire's and it was one of the best products I have ever used on a car. The clay bar took out a lot of crap in the paint and Really improved the shine. Basically if you run your hand over the paint and it feels rough, but there is no paint damage like cracks, then this will remove a lot of contaminates from the paint. It worked really well and blew me away. All I need is some Zaino wax and I'm good to go.
