Keeping the Torq thrust 2's clean

Is it Ok to use a vinigar/ water solution on Polished Aluminum to remove hard water. I Polished My torq 2's last week. I used an buffer and finished off with mothers Polish, ( It wasnt a quick Polish, It took a long time to get the rims looking new again)
1 week later they already have problems. First little black dust that has etched itself into the finish. Second problem is the hard water. If somone could give me some pointers I would appreciate it, it sucks to have to take the wheels off each week and buff them to maintain the luster.
