re-doing IROC wheels

re-doing IROC wheels

the clear coar is starting to come off the wheels and i'm going to re-do them. i was thinking of re-painting the painted areas black to match the color of the car. what is good paint to use and what is good clear coat to use? should i spray it with a gun or out of a can? what do you guys think? hope the pic shows up.

P.S. it is not my car

I just redid mine. I use the spray paint that comes in a can, from peb boys. i would recomend also some stuff that makes paint stick to any surface.( bull frog is what i got and it came out bitchen)!
