Gfx should line up from the factory right??

Gfx should line up from the factory right??

I have a 91 Firebird and have recently ordered the fender gfx from GM. I try to install the piece and it does not line up perfectly. Where the side connects to the front fascia, it is two different levels completely. The nose piece is in good condition and the underside has the usual sag for 130K miles but it's preformed molded plastic basically. Does anyone have any tips on how to make the piece sit flush with the nose piece. I've attached a picture to show the seam I'm refering to where it is not even.
