First scuff the entire hood with a "Red" scotchbrite pad or 400 wet/dry sand paper. Prime the top of the hood then spray some guide coat on (just mist some spray paint you have lying around) and wet sand the entire hood with 400 using a stiff foam pad watching for any low spots (the guide coat will still be visible).
If there are any low spots, re-primer, guide coat and sand those spots again until the low spots are gone. If the hood has any big waves in it, it will have to filled with body filler Before being primed since body filler can only be applied over bare metal or fiberglass. Check out the condition of the hood before you start, look for waves, ripples, cracks and make sure you test fit the hood to make sure everything lines up.
