Is this strong enough to hold floor pan patches?
Check this stuff out! Was thinking about this stuff to patch my floor pans. Using this instead of welding (which I don't have access to). Should I?

No. Go to a local autobody store and get metal adhesive. It's made by 3M, Lord (Fusor), Duramix, and Kent. It's stronger than a weld. If you glue two pieces of sheet metal together, and try to pull them apart, the sheet metal will rip before the glue joint will.
It's not cheap and you will need a special "caulk" gun to apply. Hopefully you could borrow/rent one from the store.
