Removing light bar from bumper cover??

Removing light bar from bumper cover??
I'm probably just stupid, but I canot get the thing off. Their are those two screwes that go through the light bar, and the cover. How do you get those off? THis is off of the car right now. Thanks.

I got it off, but their has to be an easier way to do this.
