heater vents?

how come some f bodys have heater vents on the side and some dont? is it AC one has them and no AC does not?

Engine: Mild 350 4-bolt

Transmission: 700R4 w/ TCI Stall

Heater vents as is the a/c vents in the dashboard right?

Non a/c cars did not have them.....
