The only way to fix it is to replace it. Basically, the bond has seperated between the glass panels. To make a winshield shatterproof, they manufacture the glass with plastic inside it. Air/moisture/heat has gotten to the inside of the glass and hazed it over. Replacement is the only fix.

The white haze is the de-lamination of the W/S. When the glass is manufactured it is produced with 2 layers of glass roughly 1.5-2mm thick with a layer of .030 laminate inbetween the glass. This is where your tint and shade bar come from on the W/S. As stated, over the years the laminate will seperate from the glass allowing oxidation/contamination/de-lamination to occour. The only way to remedy this problem is to replace the W/S. Replacing immediately is the best bet as the urethane bond to the glass and the body of the car is greatly diminished as the cloudy area of the glass is now compromised structurally and if you think for a minute it will aid in structural integrity in the event of an accident you have been misinformed. Take it to a very repuitable place if you love your car. There are such huge variances in installation quality that can affect the cosmetics/strength of your car its almost sickening. DO NOT opt for the lowest price but first find out what steps and products they use to install the glass.
