Repairing Rusty hole in Rear Quarter...

It's on the bottom of the pass. side rear quarter panel, below the lip, behind the wheel. There's a rusted out hole and I can see where the metal is bubbling where there's obviously rust behind the paint it just hasn't cracked and broken through yet. I just ordered an I-ROC ground effects kit and I know the rear quarter ground effect will cover this up, but i want it to be fixed before I install the kit. What can I do to repair this? Will bondo do anything? Should I cut out that lower section and weld a new piece of sheet metal in there? Please give me some advice. Thanks!

P.S. - I will be painting the car again so it should cover up pretty well. But it needs to be fixed.

You really gotten clean it up and see just how bad the rust is to figure out what to do. If its a large hole you could weld in a piece or use some bondo. For smaller holes I would probably use POR-15s patch stuff. I think its just a thicker version of their paint and dries really hard.

Use that and some of their paint and you should be set.

I can already see the infected area is nearly 4-5" left to right and about 1 1/2" up and down. With this Por15 patch stuff, can you sand it down after everytime you use it, like primer or no? what i might do is set up and piece of sheet metal on the inside, the spare tire well is on the inside of this, and looking through the hole you can see it, and then just bondo in the space from the inside on the metal to the outside on the body of the car and make it as near perfect as i can. But tell me more on the use of this Por15, i thought it was only for PREVENTING rust.
