is it a bubble spot? or is it eating throught the metal?

Bubble spot

take a flat head screwdriver and just chizzel the rust off until you hit fairly good metal, make sure around the WHOLE thing is clean metal.... then apply rust inhibitor and let that dry, then prime and paint

eating though metal

cut out around the entire spot (including some good meatl around) and weld in a patch. prime and paint
