Plastic Piece around gauges?

Plastic Piece around gauges?

How do I take off that plastic piece around the gauges? I have to take off the steering wheel? and how do I get the headlight switch off so I can pull it off? Any help is greatly appreciated.

Transmission: 700R4
Axle/Gears: 3.70 Posi disc 9 bolt
The steering wheel does not have to come off. If you have tilt steering, drop it to the lowest position. Look under the lip of the dash and you will see the 9/32 screw tops. It will come off fairly easy.
