Floor pans?

Since ive had my car ive started to notice in the past few months that the carpet on the driverside floor pan has been staying wet. so i looked up underneath and im starting to get 1 or 2 small cancer spots and was wondering what would be the best way on fixing this. one guy i talked to said something about cuting the spots out and riveting a piece of metal over the now existing hole and use a sealent. would this work or will i need to replace the whole pan? please help winter is coming
