Primer over clearcoat flaking on fiberglass spoiler?

Primer over clearcoat flaking on fiberglass spoiler?

I've read it's not necessary to use paint stripper on fiberglass, and to just primer it. However, the clearcoat on my spoiler, is flaking off and I think that primer will make it lumpy. So what are my options?

Should I sand off the clearcoat, get clearcoat remover, or primer it, sand,primer,sand until it's flat?


Any thoughts would be appreciated. Thanks!!

Sand it off then prime it.
