What is this??

Last night, I started my car and that thing was making a funny noise... And the belt was moving, but the spinny thing on the outside? would like... stop? moving. I don't know. It was kinda strange.

Am I being paranoid or what?

That is your Air Condintioner also known as A/C... If your AC was turned on then your AC clutch will engauge. Just make sure that your AC is turned off if you want that noise to stop

More specifically that is the AC compressor.
