84 z-28 seat belt isssue

I have an 84 Z28 that the passanger side seat belt doesn't retract. Is there a trick to fixing it or can i get it fixed with this recall thing, I haven't heard of the recall before. Also, the plastic loops that screw onto the seat have fallen off, the previous owner just used bigger screws and they ripped out again, what can I do to fix them, just use bigger screws?

not sure what is wrong on yours but it's not a bad idea to unbolt the bottom piece (retractor) and pull the plastic cover off of it so you can visually examine the internal parts. My IROC drivers side belt got hung up about 6 months ago. When I pulled the bottom part out and got to looking at it I found a quarter down inside it that was hanging up the weighted catch that activates during sudden turns/stops, etc. to lock the belt in place.

Is it the lap or the shoulder belt that doesn't retract?

Just the shoulder, but the buckles are both cracked but still clip, for a while I just tucked it so it looked like i was wearing my seatbelt.

There was a recall on the shoulder belt retractors. The cover on the recoil spring comes off and the spring explodes under the headliner.
