Grinded out some rust spots, What next?

Grinded out some rust spots, What next?

So i spent last weekend grinding out the worst rust spots on the camaro but i still have a few more questions. As you can see from the picture, Thats the kind of spots the car has. It is very similar on the other side. I cleaned them out as much as i can without going in too much. I did indeed skipped the spot around where the mudflap is (Have to take the thing off, right side one fell off) but it seems like its deep rust but after going in and grinding it off its fine but just seems like the rust went through and feels like more of a gap when going over it. Its still not a done project and is a very sloopy job but the rust kept getting worse since the car was in a very dusty garage for over a year and a half, so it came out with rust spots i never knew the car had.

Other than what i did, I am wondering what to do next? I know i can not just leave it like that because its bear metal and it will get worse next time up. As for tools, I dont have any body tools available i used a hand grinder to do this
