hood louver

I want to repaint my hood on a 89 Iroc.before I remove what is left of the hood insulation I'd like to know if the louvers can be taken off from underneath.Also is there anywhere I can get replacment insulation and fasteners cause previous owner had mice making nest with it.

The louvers are held on with nuts, but be careful the studs break easily.
