Sagging front bumper?Replace?or Repair?

Car: 1986 Iroc-Z
Engine: 355
Transmission: 700R4
Sagging front bumper?Replace?or Repair?
When i bought my car the previous owner had crashed it and cracked the front bumper. The gfx are pretty bad too cracked on both corners.
Anyway most of the things ive done to my car have dealt more with performance than actual cosmetical things. But now that im finally finishing up my car I want to see if i can do something about the sagging at least.
Heres what i mean
The bumper bends inward towards the center instead of being flush with the hood.
How would i go about fixing this myself? Ive also tried bondoing the crack but it always manages to re crack lol, not to mention that the yellow paint has been a pain to match, and having 0 body experience doesn't really help..
I got a quote from a local body place and they asked for $325 to fix the bumper and the gfx with paint. But im wondering if it would be better for me to just buy a new bumper and new set of gfx and just have it painted?

if it is distorted and cracked, chipped, and you dont have a budget.replace and paint
