best way to go about fixing this

im not the most skilled body man in the world so i dont know exactly what to do, what is the first thing you guys would do to start fixing this? i really need it done cause its all thats keeping my from painting my car

i just dont really know where to start cutting it out or how much to cut out, this would also be my first rust repair so any help or tips would be awesome

is that the rear quarterpanel area? If so, I would get at it from inside(take out the interior pieces) and see how bad it is from there. What your seeing on the outside could just be the tip of the iceberg. That area is a known trouble area for rust and you'll most likely need to cut it out and weld in new metal. If it's the fender, go out and find a good OEM used one and replace it.....

cut it out and weld in new metal is the best way anything else would be a bandaid that won't last long.
