Do hard plastic gfx need flex additive when painting?
I have read that the soft plastic bumpers need a flex agent added to primer and paint but do the harder plastics like the gfx and spoilers also need this additive?

No and quite frankly neither do the bumper covers. JMO. You'll get an array of answers to your question.

The paints/primmers/sealers they have out there now don't even need a flex agent. I wouldn't even bother on the bumpers.
