Repair or Replace the Filler Panel?

Repair or Replace the Filler Panel?

I figured I would ask the experts here.

The filler panel under the hood that surrounds the hood latch and comes forward toward the front bumper has some surface rust on it.

In general, when you have panels with rust on them like this (no holes, no cancer, just surface rust from neglect and someone leaving the hood cracked open for 12 years - LOL); would I be better of replacing the piece for trying to repair the piece???

What is your take on this?

The panel is plastic.

Sorry if my description was unclear.

In the following picture, parts 25 and 16 have some surface rust on them.

They are most definitely metal.

'89 Formula. Filler panel is heavy gauge metal.
