you could sand blast them.the paint that GM uses is pretty stronge.i sandblasted 4 wheels from my 91 firebird and at first i was worried about blasting the paint off.well to see just how easy it would be to blast the paint off,i tryed to blast a small spot on the back side of the rim.i held the sandblaster nozzle in the same spot for over a minuite.the paint never came off.after you blast them you can get them clearcoated.
my 2 cents

There are a bunch of places that will recondition old aluminum wheels. They dip them in a solvent, then fill any scrapes, machine the face, and then paint and clearcoat. It runs about $75-$125 per wheel.
If you don't want to spend that much, then get some Mother's Mag and Aluminum Polish. It's like a wax, but for wheels. With a lot of rubbing, it will clean the surface down to the bare clearcoat and polish it a little, and takes off all the brake dust and crud.

If you are going to have them redone find someone that will powder coat them. I am having mine redone because my painted inserts have faded. I have been told by many that the powder coat is much more durable.
