Take an eraser and clean out the area with it. Then get like a heat gun and heat the surface up. Dab the touch up paint on the spot and use the heat gun to help it dry then keep building up the paint till it is flush with the old paint, and keep drying the paint with the heat gun. Then use some rubbing compound then use some wax and buff it real good. That should work pretty well. The heat gun really helps the paint bond with surface and the touch paint lasts alot longer.
