Removal of door trim panel (exterior)

Removal of door trim panel (exterior)

I am reffering to the piece that is on the bottom on the door on the outside of the car. I am not sure which cars these came on, I belive it is an 91-91 thing. The panel attches under the door with rivets. On the top of the panel, it slides over a metal piece to hold it tight against the door. What I want to know is the following:

1. Can I just drill out the rivets to remove it, or is there an easier way?

2. What size rivets do I need to put the panel back in place?
