Metal bumper shims

What is the exact purpose of these? It seems like the alignment of the metal bumper itself wouldn't affect the cover very much... every car I've seen has had different amount of shims and in different places. The shop manual doesn't really explain what they do either, just measurements. Anyone have the lowdown?
