How do I repaint my GTA rims?

How do I repaint my GTA rims?

I have a set of black GTA rims that need to be repainted. I was thinking about either repainting them black or switching over to gold. I think it would be easier to repaint them black...but how do I? What paint do I use? Should I get them powdercoated? Should I bring them to a local paint shop to get them done? How much should I look to spend? Will they end up looking new again...b/c they are starting to fade really bad. Thanks.

Can't gauarantee this is the proper way, but I recently purchased a set of gold GTA rims. Cleaned them up using Simple Green and a tooth brush. RINCE WELL! Taped off all the alum areas, and used appliance black paint. I chose this because the appliance is glossy, very durable, and high heat. Got about 500 miles on them so far, no problems.
