91z28 body problems help

i'm checkin out this '91 z28 and on the front driver side fender there is damage and its been fixed by bondo but you can see a couple screws on it? what are these screws and will i have to buy a whole new fender? or can it be fixed by a body shop?

I own a bodyshop, and I can tell you without looking to get another fender. If there are screws in it, repair would be expensive, and somewhere down the line you will get something coming up. Even a generic fender would be better than what's on it. The price of an aftermarket or used fender (preferable) shouldn't be much.
