Newbie to rust..need suggestions.

Newbie to rust..need suggestions.
Being new to cars..and rust, what I found on my car has me worried it'll turn into a bigger problem.
There's about a quarter size spot of rust (surface rust?) on both rear 1/4 panels.
Also, both my rear and front ends are rusted.
The (excuse lack of knowledge) metal bar that runs between the gas tank and rear bumper is rusting.
I need suggestions on what to do to stop, remove, prevent etc. rust as much as possible. Any methods/procedures would be appreciated.

It just depends on the amount.....It usually is worse than it looks.....Start by using a grinder to take it down to metal, then check to see if it's too thin to fix, at which point you need to replace the metal with a patch (welding,cutting,grinding) then smooth the patch out with body filler, then (sand,prime,sand,paint,clear). If you have zero experience it's better to find someone that does to help you with it or you may just end up with a big mess.
If it's not a visible area, you can sand it down until you hit metal, then brush prime the area and brush paint over it.
