IROC-Z Door Hinge Welds

According to the new door hinges that I've purchased, the welds on the current hinges have to be drilled out. How? When you have a weld that is maybe an eighth inch thick and anywhere from one half of an inch to an inch in length, how and where do you drill?

What you're looking at is seam sealer. Pretty much just caulking. Look at where the bolt holes are on your new hinges and they should correspond to the spot welds. You'll see small indentions.
