rusted floorboards

Alright, so I'm new to bodywork and I've got a rusted floorboard problem. I'm looking for tips on how to tackle this problem myself but I will go to a body shop if necessary. There is a part of the drivers side that is actually rusted through, I will get some pictures posted tomorrow but for now what is the usual procedure for getting rid of the rust?

Cut it out and weld new metal in. After that seal everything up using primer followed by a base coat that is something better than basic spray paint. That's the only way to do it right and keep the rust from coming back after it forms a hole.
