L & R Underside air dam sections loose

Engine: 5.0 TP injection
Transmission: 5 speed manual
L & R Underside air dam sections loose
1991 Trans Am - Both L and R underside air dam sections are loose in the mountings, with the L side detached at the outer end. The white (car color) fender section where this part attaches has broken loose.

The center section is pretty much ok.
The question is how to fix this in a reasonably good way, no outside uglies, and a decently strong attachment, without spending big $$$. (Zip ties just aren't cutting it any more.)
