When I refurbished the crosslace rims on my trans am I chemically stripped the clear, sanded them down with 4 grits of sandpaper, buffed the lips with an aluminum polish and repainted the centers. It was very time consuming but turned out good. If you want to leave them with a polished chomelike shine you don't have to paint or clear coat them but you'll have to polish them every year of so to keep them shiny. If you do want to paint them I wouldn't put much faith in spray can paint, especially on a rim.
