I've recently noticed a few spots like this on my car, on the right side door and fender. They're hard bubbles. I know they're only relatively new as I'd have definitely noticed them in the past. The rh side fender was also resprayed a few years back after someone hit me and I definitely would've noticed if it was there then.
No rust anywhere else on the car, afaik has spent 31 of its 33 years in a warm Australian climate, previous Aussie owner and myself kept/keep it garaged, in my 8 years the only time it has been wet is when I wash it but despite it living in a garage I have lived close to the ocean for 4 of the 8 years I've owned it so I thought maybe salt air could be affecting it ?🤷♂️

I'm a painter at a body shop. In my opinion, I would say that it was possibly caused when the repairs were made a few years back. Just curious where the damage was on the fender?? I've seen where body filler can push out small bubbles like that, often due to bare metal contamination when repairs are made if the metal was not treated with an acid solution. It can cause small rust spots, and over time can push out filler like that, making them feel hard versus soft if it was just paint layers
It was hit down on the front corner of the car, so the actual damage was right down near the headlight. The fender had no other damage so I don't think they'd have used any filler but to be honest I have no idea if any had been used by the previous owner, as he said he'd had the whole car resprayed in the late 90s, early 2000s.
I just thought that it's weird how it's happening on a panel I've had resprayed but also close by on a panel I've not had touched.
As long as it isn't rust forming I can live with it 😄
