bad Brakes

My brakes seem to lock up too easily when its raining. They are fine when its dry. Its seems to only be the fronts that are locking up and its worse when im trying to stop going down hill. Ive replaced the all the pads and shoes the two front calipers and rubber lines. I dont know what else i can do any ideas?

What kind of tires do you have?

Crappy tires will mean crappy braking, in and out of rain.

They're not great tires but they seem to hold on to the road ok when cornering. Its just the stopping in wet weather thats no good
