booster holds vacuum, can it still be bad?

booster holds vacuum, can it still be bad?
can a stock power brake booster hold vacuum but still be bad in the "doesn't actually apply that much boost" way? In other words, not providing as much assist as it should?

I suppose it could. I've always wondered that myself. After replacing a lot of components on my brake system and still having less than desireable performance... I opted to buy a new one for my build. I don't see what else it could be.

the car is notdriveable. but I will be throwing on c4 brakes up front so I don't think it will be a fair answer once I get it running. Mine stockers would not do aything. I would keep pushing the pedal and they felt like they just couldn't stop it, then BOOM they would lock up. WEAK. I hated my old single piston brakes

wella bad booster would= very hard to depress pedal, and i mean VERY hard as in it takes both feet to push it,
also if it is audibly leaking air when you first step on the pedal or constant leaking air sound when holding the pedal down
a bad booster in a gm vehicle is very rare
i have only ever encountered one truly bad one and that was in an 83 caprice classic i bought,
i found a remanufactured on on another caprice in the junkyard for 40 bucks,
done
also a buddy of mine supposedly(or so he claimed) had a bad booster on an 80 something chevy pickup but i was not able to see it to verify and he is not the most mechanically inclined/knowledgable
otherwise i have never heard of nor encountered an actual bad booster on any gm vehicle, andi have owned and/or driven a billion gm vehicles mainly from the mid 60s through early 90s cars trucks vans and all kinds of oddball vehicles
