Brakes won't lock up

Brakes won't lock up
Hey,
Just recently noticed that under emergency braking situations (deer on the road) that with all my effort the wheels won't lock up. They definately did when I first got the car, and the previous owner said the brakes had just been serviced.
The fluid is all good, so I'm assuming my pads are contaminated with the stuff I used to clean my rims with. I was pretty careless using that, and I know even from mountain bikes that it doesn't take much to contaminate your brakes.
Does this sound correct? This is a scary problem that needs to be fixed right away.

use some brake cleaner on the brakes, dont get it on your wheels or paint though. also its not really a good thing for your brakes to lock up.
