no rear brakes

after installing a transgo kit in my car we had the car on the lift and ran through the gears and holding the brakes/ebrake down the rear wheels just spun like the brakes werent even applied!

somethings wrong here
i have fluid at the calipers (rear disc) but its not applying even the ebrake. i figure that might be out of adjustment but arent they self adjusting?

I assume the rear calipers are PBR's. If so, the slider pins may require cleaning and lubing.
