What is this? Is it fixable?

It seems to be leaking.

Looks like your master cylinder is leaking brake fluid out of the rear seals and probably being sucked up by the vacuum line for the brake booster.

edit: Yes, should be fixable. I'd start by pulling the check valve (the round plastic part) out of the brake booster and seeing what fluid it's saturated with. Both brake fluid and gas have a very distinct smell.

And the white thing is a check valve. It keep vacuum in the booster from flowing back out.
