what do i use to measure db in the car, and also spl?

SPL is measured in dB. Just like speed is measured in MPH. You test this with an SPL meter. The cheap radio shack ones are great for testing, but only measure up to about 120dB, which isn't enough for better systems. Many shops have the Audiosource RTAs (Real Time Analyzers) that are used in competitions . They are mega expensive (a few grand) so a lot of shops don't have them.

LinearX PC Software is another option, but it's in the same price range.
These are both of the standards for RTA and SPL measuring in the industry.
The Radio Shack one will give you a basic idea, however they will only measure A or C weighting. Car audio is measured unweighted.
A cheaper alternative to the big boys mentioned above would be something like 7shades http://www.7shades.com sound prism for about $100. This will be more accurate than the Radio Shack piece.
