Radio controller plug question

Radio controller plug question

I have a 88 GTA with radio steering wheel controls which Im trying to get working again. I'm new to the TA world so I'm unfamiliar with some of this stuff.

My GTAs radio controller has a 4 wire pigtail. However the steering wheel does not have a plug for it. Is this right??

What is it that that plug goes to? Is that the radio?

The plug is coming from the horn. I would assume it connects to the steering column somewhere....but there is no plug there. Unless that plug was intended for another purpose on a different vehicle....which doesn't make sense to me.
