Which sub hits harder, and what amp under $400 will punch the hell out of it, i will be running just one 12" sub.

I had 2 12"infinity perfects and 3 10" Jl and i like the JL better.(same amp hooked up)
it depends on what JL sub you are planning on also.

No amp under $400 is going to do much for either of those subs. Those subs want a LOT of power. Spend less on subs and more on amplification and you'll get more output.

i like the JL subs too, Infiniti makes pretty good speakers though (6x9s)

I have two Infinity 12s and I like them alot. I've never heard JLs before though.
