Carb Hissing?

You can actually hear it before you even take the air cleaner off the top that it makes sort of a hissing sound. Is this a vaccuum leak? I was told by the guy I bought this from the carb might need to be rebuilt, is this a good idea?

I would try to use some carb cleaner to find the leak. How does the car run??

I asked a mechanic and he said it wasn't anything out of the normal. It was running rich, but my uncle, umm how do you say "cleaned out the pipes" on some backroads today, and I don't know if there was a buildup of carbon or what but it seems to have helped it somewhat.
