What carb is this?
I need more info here. Only at startup? Freshly rebuilt? doing this for a while?

As for #2, whereever you like. If you use a nipple at the base of the carb, it'll probably be manifold vacuum, so your vacuum advance curve will start at idle. If you go to one higher up on the carb you'll get ported vacuum, the vacuum advance starts right off idle. That's a matter of personal preference there, choose which you like best basically.
